2000–2001
Florida election investigation documents unequal voting burdens
Florida; Black voters and other affected voters
After the 2000 presidential election, the U.S. Commission on Civil Rights investigated voting problems in Florida. Its majority report described racial disparities associated with ballot rejection, voter-list practices and election administration. The findings directed attention to access to the ballot as well as the disputed presidential count.

Context / qualification
This is the commission majority’s fact-finding, not a judicial ruling on liability or proof of which candidate should have won. The report did not establish a conspiracy to disenfranchise voters, and commissioners disagreed about its conclusions.
