The Platt Amendment restricts Cuban independence
Cuba; United States
The United States made withdrawal from Cuba conditional on acceptance of terms limiting Cuban sovereignty, including a right of U.S. intervention and provision for naval bases. These conditions were incorporated into Cuba’s constitution and later a bilateral treaty.

Context / qualification
The amendment dates to 1901; the treaty followed in 1903. Cuba was not annexed. The debt clause restricted borrowing beyond available revenues, rather than banning every public debt.
